Display smoke?

What's the best way to create smoke? Cotton wool?
This is the effect I'm trying to conjur up:

Hi Tony,
Yeah....I have seen this done with cotton wool balls. The cotton wool was very well air brushed with grey shading and had a very "kinetic" look about it.
