It can be done depending on the paint you use and the number of layers you apply (and you will need a few coats regardless of the paint-type). The risk of getting a nice rich, uncompromised, white finish over red though is the paint edge "lip" may build up to noticeable proportions depending on how many coats you apply.
Desirably though, red over white if possible.

If you really have to I would go a light grey and then a few coats of white. It reduces the number of layers of white you need to add.

like Ray said but matt white or tamiya white pimer first followed by gloss white or clear topcoat to get the gloss back

White decal paper and a compass cutter, instant white circles. To avoid the lip, don't let the paint hit the surface very wet, otherwise the air blows it towards the edge and you get the pronounced lip. Keep the mixture a little on the thick side and use matt. Also, if you're using a solvent based matt white and still end up with a small lip, a good hot gloss coat does a nice job of burning off the thin edge. Also paint it over a matt surface, it will stick once it hits.
